Moline will rehab, remove eyesores
Building 10 brand-new apartments in the vacant Washington Square row houses downtown and demolishing a long-standing eyesore on 7th Avenue are two prominent projects the city of Moline is accomplishing with the $3.7 million it will receive from the federal Neighborhood Stabilization Program, or NSP.
Washington Square, at 316-324 17th St., was built in the late 1800s by John Deere's son, Charles, as an upscale, three-story, five-unit, Italianate-style row house suitable for executives. The property remained with Deere's estate until 1944. It has changed hands several times since then and been saved from possible demolition at least twice as new owners promised to make repairs.
Most recently, the city purchased the building in lieu of foreclosure and will spend $1.6 million in NSP money (part of the 2009 federal stimulus act) to reconfigure it into 10 apartments, said K.J. Whitley, the lead program manager.
Work also will include a new roof, lead, asbestos and mold abatement, a new parking area and new fire escapes, she said.
The building also has more than 100 windows and about 95 doors. "That's where the expense goes," she added. The project is expected to be complete by the end of this year.
All told, the city will spend about $2,150,000 for the purchase and rehab of abandoned or foreclosed-upon homes. After Washington Square, the remainder of the money will go toward seven single-family homes, Whitley said.
This is how the remainder of the NSP funds will be spent in Moline:
- $170,000 to demolish 17 blighted units. That includes 10 units in the multifamily building at 1203 7th Ave. owned by Roger Colmark of Sterling, Ill. The building is down the hill from the historic John Deere House that also had been owned by Colmark. Demolition should begin Tuesday, Whitley said.
The remainder of the demolition money will be spent on seven single-family homes.
Most of the sites will have new homes built on them, she said.
- $1.2 million to construct six new homes. Five will be built by the city and a sixth will be built by Habitat for Humanity Quad-Cities on a lot the city purchased.
- $246,323 for administration.
All of the properties are in a targeted area generally bounded by the Mississippi River on the north, 19th Avenue on the south, the Rock Island city border on the west and 19th Street on the east.
