Officials have started selling passes that will be required to access Washington state parks starting next month. Agencies said Monday that the so-called Discovery Pass is now for sale online and at recreational license dealers. People must have the pass to access state park and recreation lands beginning in July. That includes access to 120 state parks along with boat launches, heritage sites, wildlife areas and trails. An annual pass is $30 while a single-day pass is $10. Visitors without a proper pass can face a fine of $99. Lawmakers created the pass option as a way to fund state parks and prevent them from closing amid budget cuts. After wrapping up federal charges last week in Seattle, the next stop for the Barefoot Bandit case is a plea deal Island County Superior Court in Coupeville. The Daily Herald of Everett reports officials agreed to consolidate Washington state charges, and Colton Harris-Moore is expected to plead guilty to more than 30 felonies from Snohomish, Skagit, San Juan and Island counties. The 20-year-old Camano Island man faces up to 10 years in prison on the state charges when he appears in court next month or August. He's accused of a string of robberies and thefts, sometimes committed while barefoot. He was arrested last year in the Bahamas after being on the run for two years, stealing boats and planes. Olympic National Park rangers killed an elk that had charged three vehicles and damaged a tent at the Hoh Rain Forest campground. The Peninsula Daily News reports rangers started monitoring the female Roosevelt elk on Friday after it damaged a tent and charged a park vehicle. They used loud noises to scare off the elk over the weekend when it approached campers or hikers. After it charged two more vehicles on Monday, rangers decided to kill it. A section of its brain was taken for lab tests for a possible explanation of its behavior. Police are looking for two men who attacked two women early Tuesday as they were walking in north Seattle's Greenwood neighborhood and started dragging them away. Police say a 19-year-old woman broke loose but the men drove off with a 20-year-old victim. Police say she was found safe a short time later and taken to a hospital as a precaution. Police say the men appeared to be in their 20s and one wore a mask and had a gun. The Coast Guard says a train derailment in a Seattle industrial area, on Harbor Island, has spilled 600 gallons of diesel fuel on the ground near the West Seattle Bridge. There are no reports of diesel from Monday night's spill actually entering the water. The agency is overseeing the cleanup. The derailment involves a Union Pacific Railroad locomotive and two freight cars that carried cement ash. The Coast Guard says the Seattle Fire Department and Seattle Pacific Railroad also responded. A divided King County Council has passed a measure to require all swimmers, floaters and boaters on the county's rivers to wear life vests. After passing 5-4 on Monday, the measure now goes to King County Executive Dow Constantine, who proposed it. It will take effect 10 days after the executive signs it. Council opponents called it an intrusive move by "big government." In the words of Councilwoman Kathy Lambert - who voted 'no' - "This council sometimes thinks it's everybody's Mom." Supporters agree with Constantine, who says it will help save lives. First-time offenders will get a warning; a second violation will mean an $86 fine. On the second day of the Paris Air Show, Boeing has announced deals for 43 planes worth $7.2 billion at list prices. Russia's Aeroflot ordered eight 777-300ERs worth $2.3 billion. The Norwegian Air Shuttle ordered 15 737-800s worth $1.2 billion. Malaysian Airlines ordered 10 737-800s worth $800 million. Boeing also announced an agreement Tuesday with GE Capital Aviation Services for two 747-8 freighters and eight 777-300ERs. If completed the order would be worth about $2.9 billion. On the first day of the show, Boeing announced orders and commitments for 56 planes worth about $11 billion. Starbucks Corp. CEO Howard Schultz is undergoing elective surgery later this month for neck pain. The Seattle-based company did not disclose the type of surgery or exact nature of his condition but said that he injured his neck several years ago and began to experience further discomfort during his book tour this spring. The one-day procedure will take him out of the office and he will work from home into July as he recuperates. Schultz told company employees of his plans in an email Monday and said it's otherwise "business as usual" for Starbucks. The company brought founder Schultz back as CEO in 2008 to help lead its turnaround. Police are investigating the death of a 41-year-old Spokane man who was found unconscious with severe head trauma outside the Elks Club in Missoula over the weekend. Lt. Richard Sepper says Angelo Lorenzo Fuentes was found at about 12:10 a.m. Saturday and was taken to St. Patrick Hospital. It is unknown if his injuries were accidental or if he was beaten. Employee Brock Eggleston says he saw Fuentes "laughing and joking" with people outside the club late Friday night. But when he looked out the window just after midnight, he saw the man lying bloody on the sidewalk. Fuentes was on life support until early Sunday when the Missoula County coroner pronounced him dead. Clayton DeVoe, board chairman of the Elks Club, says bartenders told him they refused to serve Fuentes because he was too intoxicated. An erratic driver who sped away from Spokane County, Wash., deputies even after a tire was flattened by a spike strip finally collided with a loaded log truck and was killed. Spokane police Officer Teresa Fuller says sheriff's deputies located the red Ford Taurus on Monday after several 911 calls from citizens about an erratic driver southbound on Highway 395 near Deer Park. The driver fled from one deputy, hit spike strips deployed by the Washington State Patrol, then kept going despite a flattened right front tire. About a mile farther on, the unidentified driver crossed into the oncoming lane and collided with the log truck. The Taurus driver was dead at the scene; the truck driver was unhurt. Fuller says the county sheriff's office, State Patrol and Spokane police will investigate. Car thefts dropped nationwide in 2010 for the seventh consecutive year, but the National Insurance Crime Bureau reports that California's crop-abundant Central Valley showed an increase in vehicle thefts. The data released Tuesday show three areas in the Valley - Fresno, Modesto and Bakersfield-Delano - are the top three hotspots for car thefts nationwide. The report ranks 366 metropolitan areas based on the number of vehicle thefts per 100,000 people. California is considered the capital of car culture, and it dominates the 2010 list of hotspots, with eight of the nation's top 10 car theft areas. The Vallejo-Fairfield area ranks fifth, Sacramento-Arden-Arcade-Roseville is sixth, Stockton seventh, Visalia-Porterville is eighth and the San Francisco-Oakland-Fremont area ranks ninth. The other two areas in the top 10 are Spokane and Yakima, Wash. Stevens County officials say a bedridden woman who turns 106 on Wednesday is doing well in a Colville nursing home after she was rescued from a filthy home in Kettle Falls where a deputy found her begging for food. The Spokesman-Review reports a deputy went to the home last month looking for a man after neighbors reported his horses were starving. The 78-year-old man, John H. Friedlund, was a caretaker for Frances Swan. When a deputy found her in a bedroom of the filthy house she asked for food and said she hadn't eaten in a day. Friedlund says Swan had been fed but didn't remember. He was charged Monday with criminal mistreatment. Amtrak is suspending service on its Empire Builder line between St. Paul, Minn., and Havre, Mont., because of Souris River flooding in North Dakota. Tracks in and around Minot have been closed because of what officials say is likely to be historic flooding. Amtrak says that effective Tuesday, service is suspended between St. Paul and Havre and no alternate transportation is available between those cities.

CHARLOTTE, NC (WBTV) - A mother came forward Monday in Matthews saying her little girl had been molested by a boy twice her age at her private Christian school.

The girl was 6 years old.  The boy, 13.

Arborbrook Christian Academy held a meeting Monday night with parents about they call "inappropriate sexual contact."  School officials wouldn't let our cameras inside, nor would they answer any questions.  They did release a prepared written statement.  In the statement officials say, "The offending student was removed from the school and will not be returning."

On Wednesday, a detective from the Union County Sheriff's Office told WBTV that she was investigating an assault at the school.

One mother, who wishes to remain unidentified for privacy purposes for her child, says her 6-year old daughter was inappropriately touched on more than one occasion by a 13-year old male student.

"We're just hoping for the truth to be known," she said.  "That's why we're here tonight to get other parents to know it can happen anywhere.  We're all intimidated to talk with anyone about it because we do love our school.
