The Village Board this week voted to restrict cellphone use to hands-free devices. Enforcement of the ordinance should be gradual, with a 90-day grace period when violators will be issued a warning by police officers.
The ordinance provides that no person shall operate a motor vehicle while using a mobile telephone except while using a hands-free device, or while maintaining the vehicle in a stationary and parked position with the transmission in park or neutral. The only other exception to the hands-free rule is to call 911 or other emergency agencies.
“We are not banning cellphone use, rather this ordinance regulates use and requires hands-free equipment,” said Trustee Ted Poulos, who proposed the restrictions earlier this month. “This problem is getting worse and worse, especially texting while driving. You can see the kids doing this in their cars.”
“The data is there to show accidents drop by as much as 50 percent in municipalities that restrict cellphone use,” said Trustee Mary Dominiak. “It’s a safety issue.”
Police Chief Craig Somerville supports the restrictions, but said he has not seen an increase locally in accidents caused by cellphone use.
Trustee Dennis Crosby said he supports the regulation, but wants signs posted to warn motorists they are entering a “hands-free zone.”
“Ideally, I would like to see the state, or at least the county, enact similar regulations, rather than doing this piecemeal,” he said. “Until that happens it is important to alert drivers that we have this restriction in Antioch.”
